Job Purpose:
The Onshore PQC role is responsible for visibly promoting and implementing the Project Quality Plan and in particular establishing the projects Procurement Quality Surveillance Program. The role requires significant planning initiative and judgment to ensure that Contractors control procedures and any purchased product quality issues are identified early, tracked, and expeditiously resolved to continuously improve the product quality and meet project schedule. Principally a coordination and oversight role. The PQC`s principal deliverable to the QAC is to ensure PMT representation at key stages of critical equipment and material Vendors and provide timely quality feedback and visibility of issues for resolution. The PQC provides measurement and analysis of Contractor and Vendor procurement quality performance and subsequent trending during EPC stages of work. Delegates as QAC when QAC is out of office.
Key Result Areas:
-Implements Venture and Project QMS as applied to the Procurement Surveillance Program (CPQ - 4) on purchase orders originated by FEED or EPC Contractor
-Conducts initial system assessments of the Contractors Purchasing QC Procedures
-Represents PMT Quality at discretionary Kick-Off Meetings, Pre-Inspection Meetings etc. as directed by equipment criticality, emerging Vendor issues and guidance from QAC.
-Ensures the completion of Purchasing Inspection Forms (PI`s) by attendees.
-Ensures the completion of Purchasing Assessment Checklists (PA`s) by attendees.
-Feeds back to QAC/PMT and Contractor, those practitioner surveillance reports/PI`s/PA`s reference quality issues whilst at vendors.
-Issues practitioner/inspector assignments commensurate with the criticality of the equipment and assures surveillance cover/visitation per approved I&TP`s.
-Reviews and approves Vendor Equipment and Material I&TP`s.
-Acts as PMT focal point for communication to Company package engineers on receipt of quality issues/concerns from shop inspectors.
-Conducts periodic purchasing system assessments of Contractors Purchasing Plans at YOC to ensure compliance with Specifications, Material Requisitions, Inspection & Test Plans and approved Contractor Purchasing procedures.
-Inputs to CPQ-4 listed performance metrics in conjunction with QAC to measure the effectiveness of Contractors procurement performance in procuring quality products
Knowledge Skills and Experience:
-Bachelor or Associates degree in Engineering or Science preferred or 10+ years experience in the Oil & Gas industry in Quality Management of Engineering, Procurement and Construction.
-Worldwide experience with contractors, in particular those involved in the construction of offshore and onshore production facilities.
